Ho Chi Minh City to pilot 2-tiered local administration model from June 12

Ho Chi Minh City will begin piloting a two-tiered local government model from June 12 to 30, ahead of the national rollout scheduled for July 1.

The pilot period is part of the necessary preparations for the new administration system to run effectively from early next month, Pham Hong Son, chief of the municipal Party Committee Office, announced at a meeting on Tuesday.

The two-tiered system includes the provincial level--which encompasses provinces and centrally-run cities--and the grassroots level, which consists of communes and wards.

This reorganization will dissolve district-level administrations and rearrange and merge existing administrative units.

Currently, Ho Chi Minh City comprises 22 district-level units and 273 grassroots units, including 210 wards, five towns, and 58 communes, according to Lao Dong (Labor) newspaper.

Under the new system, the city will have 102 newly established local units: 78 wards and 24 communes.

To ensure smooth implementation of the new model, the municipal administration will appoint leaders to the new Peoples Committees at commune and ward levels.

At the same time, cadres, civil servants, public employees, and workers will be reviewed and reassigned as needed to fit the new administrative structure.

City authorities will also issue decisions to dissolve political and social organizations at the district level, while establishing such units in the newly formed wards and communes.

The digitization of documents for agencies and organizations will be completed during the pilot period to support the operation of the new apparatus.

Addressing the meeting, secretary of the Party Committee Nguyen Van Nen emphasized that all preparations and tasks undertaken during the pilot period must not adversely affect residents.
